Rights to training / job moving within the same Company

My fiance works for a big company who pay very well. However his work is quite monotonous and he gets quite bored. He has asked for more training so he can move forward but nothing seems to come of it.
He would like to stay with the company as, as i say, he gets paid well and we do depend on his money coming in. So my question is, does the Company have any legal obligation to train him in a different job within the same company if he asks for it?

If the company uses a Personal Development Review process, he could use that opportunity to raise the profile of this issue. Maybe he has just got a duff manager, or maybe it is systemic to the organisation.
There are numerous other ways to get ahead that extend beyond pure 'training'
- asking for an part-time assignment in another part of the business
- taking on learning himself outside of the organisation - perhaps researching it himself (then ask the employer to fund it - which they might do)
and so on.

Hi, thanks for that. He has done a web designer course which they know about and did mention him maybe coming in one day to go into the IT Dept (he works on the manufacturing side in a glass company) and seeing if he could do anything there but nothing ever came of it. And he has asked if they will put towards another course but they said no.

I was told i needed people management experience before i could get a promotion to a role at the next grade up... but that because i dint have people management experience, i couldnt get a job managing people. vicious circle.
In the end, i took a part time job (as well as my full time one) in my own time at weekend,managing a cafe,just to get the experience i needed.
Yes, i was hard working, doing two jobs for a year, effectively working 7 days a week, but it was worth it as 9 months after i finished the cafe job, i went for a management job and got it.
Not only had i gone and got the skills needed, but i had also demonstrated how much i wanted it but going and doing it for myself.
