If a craftsman was no good he would simply not attract any work.in towns run by guilds, the gunmakers guild would quality assure work. However the approach of mechanisation and standardised machined parts affected production of guns in the 19th century and I assume in the wake of this hand-crafted guns would have waned. So it depends on what part of the long Victorian ea you are interested in.I think you need to have a dialogue with the Royal Armouries Museum staff, either London or Leeds.
