Just wonder whether anyone else has had this experience.

I sent my paper license and photocard back to the DVLA to update my address. They then sent me a letter to advise me that my photograph need to be updated. They retained my original photocard and paper license.

I filled out the necessary form and enclosed a cheque for the fee, with an updated pic of me.

They then write back saying that I did not enclosed the photocard and paper licence. How annoying.

I am going to scan in both letters and write to them, as I can't get through via telephone. I only hope they have not lost my photocard and counterpart.

The DVLA has many departments, hence the different postcodes for different purposes. Unless you enclosed an explanation, saying that you had already sent your licence and counterpart, when you sent the fee and pic, the 'left arm' would not be aware that the 'right arm' had received them. Your intention to send them a copy of stuff would be the preferred option, were it me in your shoes.
agree with mickey - just as well you kept a copy
