is it customary for students studying at a local university while still living at home to make a contribution towards their keep, and what is the best way for them to do this while they do not have much income? would they be able to apply for a student loan even though they are not moving into university accommodation?

you should do some real research into this if your serious about going my bro at uni , he does not pay rent because he not living at home , get some uni brochures this will help u x
Yes students can apply for a loan when living at home but the maximum amount is less than that offered to students living away from home
yes, apply for loans and burseries, they can be very helpful and are in place to help with living costs, so available if you live at home, in halls or even private rented accomodation.
