nvq 3 health care ? descrimination?

hello
can anybody give me some info on how to go about doing an nvq3 in health care? asking for partner. has nvq2 left college to do nvq3 as according to what his tutors said can only do that whilst having a full time job/placement. he has been asking about this nvq3 for past year his manager hasn't said anything to the boss of the company he works for. decided to see boss himself and they said they didn't know he wanted to do it and agreed to put him on the course. now this is about a month later and today they have said they will not put him on the course, only seniors will be allowed to go on to do nvq3. he works in a residential home. can anybody give us some info about how he can go on to nvq3? without spending another 2 years working for another company? he has alot of experience in the care sector from working in hospitals as an agency worker to working in residential home. is it within his boss's rights to say yes you can do it then to turn around and say no you can't do it - we are only putting seniors on it? is that not some form of discrimination? from what partner has said the only reason these so called seniors are doing the course is because partner asked boss himself. the seniors don't have any more grades/qualifications than my partner - if anything he's one of the highest qualified there, difference being seniors on more money and have more responsibility. partner is gutted to say the least.

For more on marking an answer as the "Best Answer", please visit our FAQ.that's what my question was asing - how/where would he do this! where would he find out about it. also, atm we are struggling with money, but that's not the reason he's wanting to do it through work - he was told by college when he was there that the only way to do a level 3 would be through full time work/placement and his employers have said that he can only do it through them. so as message said he's confused as to what to do next, where to find info out from.
I can't see that the bosses can refuse if he funds it himself. As long as he has a job (which he does) the college should be able to arrange for him to do his NVQ, they will assign him an assessor etc. I work in a College and as long as someone pays for the course, we don't care if its the employer or the employee.
You don't say where about in the country you are but if you google 'NVQ3 Health Care' you get lots of links from Colleges and training providers than will deliver the training.

Its true its up to the boss/manager but yeh it applies in the home i work only staff able to do nvq3 are the ones that are seniors, if a position comes up in his work place then they no he will be more then happy to apply for it, if he was to look into paying himself it costs hundreds of pounds, reason the company wont put him forward is coz they will have to pay for him to do it and they will see it as a waste especially if other staff he works with havent even done there nvq2.
