A guy 'borrows' another person's research portfolio, has the findings written-up by a third person, then successfully presents the dissertation, in its entirety, for a Masters degree.
The original researcher is never made aware of this theft. What would you do ?

the problem is the research wasnt collected and done himself....and that he didnt write the text himself - that would be hard to prove as presumably the information in the research is there for all to collect if they wanted to
plagiarism would be if he copied the persons actual dissertation, almost word for word

The guy should have attributed research to the original researcher and lecturers should be made aware of the theft. Universities now have quite rigorous and sophisticated methods of uncovering plagerism these days if it is reported, including the software checker 'Turnitin'. If the culprit is cross-examined he should be easy to expose.
