reduction in salary

Hi - not sure if this is in the right category - but -
My brother-in-law works for the local authority doing the blue recycling boxes/wheelie bins. He has worked there over a year. The authority have told him and work colleagues that they are to reduce their wages by �5k a year and they will give the �1k compensation. They said that if they accept the �1k compensation then they will in effect be sacked and re-employed again. I am aware that the union is involved. They told them of their plans last week and said that they only had to give them 13 weeks notice of their reduction in pay - can they do this? Incidently he is aware that he can walk if he is unhappy with this - but just wondered if they could do it.
