Question on Job Application form - smooth operational and administrative service?

I am currently in the process of completing a job application form, and I have come across the following question:

Please give us examples of how you have ensured the delivery of a smooth operational and administrative service to a small team at senior management level.

I am a little unsure to what this means and therefore how to answer this question. Can anyone clear it up for me or give me a quick example as to what type of answer they are looking for?

It means how have you enabled that things have gone smoothly (without hitches), eg did you stay late to finish a report and so on.

They want you to give an example of when you have ensured the delivery of a smooth operational and administrative service to a small team of senior managers. You will need to explain how you went about it- what you did and why it worked.
Do you know what the job is that you are applying for? Presumably the role involves providing an efficient operational and administrative service to a small team at senior management level.
You'll need to be able to think on your feet to answer questions like this at interview.

No offence, but if you are having trouble understanding what this fairly simple question means, I would think twice about applying for the job.

Firstly, this is not an interview.

Secondly, what is the problem with me asking for clarification before answering this question?

Thirdly, a simple answer to a simple question would be nice.... rather than having to read the opinions of ********* such as another_view.
