Problems in new temporary job

With effect from Nov 08, I was in an 'assistant' role within a certain department, but only on secondment, meaning I had a job to fall back on.
By June 09, I was encouraged on more than one occasion to apply for a job which was being advertised, a job which was 2 grades higher. Initially, I didnt apply based on a certain element of the 'essential criteria' for the position which I didnt meet. However, my manager encouraged me (even after the closing date) to apply, with the words "we would work around it". So I applied.
I got an interview, and they then offered me the job, but on a temporary basis. This was fine, as they kept saying there would be a permanent job in the near future and I would be best placed to get that job.
However, things have all changed this week. My manager has now asked whether I have taken steps to meet that missing element of the essential criteria, and basically said they wouldnt offer me a permanent job at this stage.
Im a little annoyed as I have lost the security of my old job as a 'cushion'.
Any advice or opinions on (if any) actions I could take.
