My daughter's partner was involved in a accident when driving her car the other driver admitted fault and police were not involved.
Although both are insured fully comprehensive both insurance company's are denying he was covered as he is under 25.
My daughter telephoned her insurance company to check he was covered months before the accident and was told he was but she has no paperwork to confirm this and they are now denying this although 1 of the operators she spoke to on the phone recently confirmed he was covered by their insurance but the company are still not accepting he was insured..

She has not put any claim in against her insurance company and the car has now been scrapped but the insurance company are now refusing to insure her for allowing a uninsured driver to drive her car (I wanted to add her on to my insurance)

Can I get her insured again or is she barred from all insurance company's if so how long for?
Any practicable advice appreciated.

fully comp is irrelevant, you are covered if it says so on the certificate. She should be able to get cover elsewhere though.

The insurance company's underwriters have decided that it was a genuine mistake she made but have decided not to renew her policy this year, not refuse or turn down her application (they have noted this on her files) just asked her not to apply this year ! Any advice as to what they are up to ?
isn't that the same as refusing?
if your daughters insurer has declined to offer renewal then they have refused her insurance there is no other way to describe it and this will have to be declared to any other insurer that is approached and once you have been refused cover by a holding insurer most other insurers will refuse to quote.
You ask what the insurers are "up to" and I do agree that if the facts are as described then their stance is unusual. Is there perhaps a little more to this story than you are being told ?
I believe however that as the last insurer involved with your daughter they are actually obliged to offer her the minimum cover required by law although at a price that they feel covers the risk. So probably rather a lot.
I agree with Woozer about the "holding" insurer being obliged to offer the minimum cover required by law.

With regards to whether or not your daughter's partner was insured, you need to read the Certificate of Motoring Insurance. Is he named on that? If not then I presume you are relying on the "any driver" type of policy. However, there are usually restrictions with this type of cover and you would need to read the certificate and the policy document very carefully.

When dealing with insurance companies or insurance brokers it is important that you confirm everything in writing and make sure that they reply in writing. As the absolute minimum, if making contact by phone, make sure you get the full name of the person you speak to and make a note of the date and time of the conversation. I always ask if the conversation is being recorded, so you know they can access it in the future. I know it seems like a pain but it's worth it in the long run.

Update
Her partner was insured fully com for his own car and thought he would be covered through his and/or her policy but sadly not and as my daughter has no proof she phoned to confirm he was ok to drive her car they are not accepting he was covered by them.
They did not want any involvement from the insurance company thinking this would complicate things !! It seems my daughter was refusing to send on details of witness statements etc as she did not wish to make a claim (I know, I know they are young and know it all ) It now seem her insurers are defending her claim against the other driver who despite being 100 percent at fault is denying blame despite admitting guilt at the time of the accident and several independent witness's who confirm my daughters partner was not at fault.
I have now persuaded her as to why her Insurers need these details and why they may have refused her any cover plus the accident of course.
The underwriter accepted it was a genuine error but would not renew her policy this coming year due to the ongoing investigation in to the accident but stated it was not going on file as a REFUSAL (underwriter terminology?) I know it sounds like a refusal to me but does he maybe mean others getting access to her file would not find any note of her getting refused? Yes I doubt it too but this is what he seemed to allude to.

Any way what would be the cheapest and easiest way of getting her insured for my car or is she best sticking to the bus for a while ! When will all this be cleared from her files ?
They have learned a very costly lesson about ensuring they are properly covered for insurance. Others take heed failing to check you are insured can be the start of a costly and lengthy nightmare.

Any more info/advice appreciated. Always check your policy before driving any other vehicle.
