My other half filled in an online job application yesterday for a bureau de change company, on the form they asked for his GP's name and his landlord's name and address, why would they need this information?
He declined to answer.

They need to be able to verify your OHs identity back at least 5 or maybe even 10 years so that they know he is who he says he is. It's part of their Regulators requirements so that they don't take on someone who could just be using the job to obtain customer data or commit fraud.
He has worked in the financial industry for the last 5 years (Banking) and they would happily give him a glowing reference. He can also provide a CRB check (current).
GP's and landlord's name is more than he was asked for when applying at the bank. He said he would rather not get the job than give them that information.

Without knowing what job he is going for Daffy, it is difficult to say - would he perhaps be applying for a job that requires him to be an "Approved Person" as far as the FSA is concerned? That certainly means that they need a lot more info than normal. I would guess that the landlords info would be so that they can verify his residency and the doctors maybe so that if offered the job they may want a medical report. The CRB check would probably not be any good to them in terms of the things they need to check and from memory, I don't think they are allowed to take another institutions word that they did an identity check, I think they have to do their own.
If he isn't comfortable about providing the info now, he could say that he would be happy to provide that after interview if they were considering him for the position. I don't think that is unreasonable.
