What right have they got to dictate to the council where their coastal path should go?

Perhaps the ramblers should also be careful when walking the path, there could be travellers as well, who knows what type of people they are.

true, but imagine that pavement wasn't there and some bloke from the council decided to put one in. would you not be a little miffed ?
