Tinks have you just moved in there? That may be the reason the place was empty. Complain to the landlord now, perhaps he is already aware of the noise nuisance.
Is this a new flat Tinks? This would be my idea of hell and very fraying on the nerves. I'd be just as uptight about approcahing the neighbours as putting up with the music. Hopefully you are braver than me, you really need to say something.
My deepest sympathy, we once had awful noisy neighbours, they didn't care about our 'polite' complaints about the racket. In the end we had to move house to escape these morons and their ('so-called') musical noise. It nearly drove me insane.
If you are renting, complain to the landlord. I phoned my landlord and he could hear the noise even over the phone. Record it. I found knocking and complaining was useless. Are other neighbours affected? There is strength in numbers, if so.
know the feeling i hadnt been in my new house long when her next door put her music(and i use the term loosely) so loud that you could the vibrations in the couch! she is in the process of moving out now thank god! she was a nighmare
Just goes to show that speaking to neighbours and gently enquiring about loud music in the neighbourhood is a vital part of the process of deciding whether to go ahead with renting or purchasing.

I know how you feel - the lame brain near us plays his drum kit all hours of the day and night and he cant hold a tune which makes it worse we ask him nicely to keep the noise down and he does for a while then up its goes again.
