Blocked Sender In Windows Live Mail 2011

Can anyone tell me why I still get unwanted mail arriving in my Junk Mail box even after I have requested the "Block Sender" & "Block Senders Domain" facility. I use Windows Live Mail 2011 in Windows 8.1. As this is a problem maybe you know a better system to rid me of unwanted junk mail. Many thanks.
