Is It Weird To Smile At A Girl That You Don't Know?

There's a girl at my school that I don't know but I think she's cute. She's a sophomore and i'm a junior so I don't have any classes with her either. I do, however, see her in the halls sometimes and most (if not all) of the time that I see her, she usually looks at me. She mostly just stares at me. It's not like an "I'm going to murder you and your family" stare but it's just kind of like a blank stare. Obviously since I've noticed this I've looked at her too. She doesn't look away when I look at her though which is what most girls do when they like a guy (yes I know not all are the same though) so what could this mean? Does this mean she could be interested in me? I don't see her really look at anyone in front of me but when I walk by her, it seems like she makes time to notice me or something. Should I try smiling at her sometime and seeing what her reaction is? I want to do this tomorrow but would it be weird to smile at her without knowing her? I don't want to be seen as a creeper and scare her off so I need some advice.

Generally speaking though, most people react positively to a smile. A fixed grin, manic stare, stalking or drooling are frowned upon, however.
Far, far better would be a smile, coupled with a friendly but neutral greeting - you know like Joey from Friends - "Hi, how are YOU doin?" :)

If I notice someone looking at me then I will often look back at them with a blank look; it in no way means I'm interested but it is very likely to mean I'm thinking 'what the hell are you looking at? Do I have something on my face?'
Try smiliing, she may smile back or she may be like me and frown in confusion as to why a total stranger is smiling at her and whether or not said person is a lunatic; either way, you'll be a bit further foward knowledge wise.

Smiling is fine, as long as its friendly, and doesn;t make her think you are wondering how she would taste between two slices of bread!
Seriously - next time you see her, say Hi. Either she will stop and exchange a few words, which may mean she is keen to get to know you a little, or she will say Hi to be polite, but not stop walking, which also sends a message.
If you have a chat, be light and friendly, and then the time after you see her, see if she'd like coffee - and from there you will know how interested, or not, she is.
The golden rule with girls is - if she is interested, she will let you know - no signs, no interest.
