I am looking for work one job app asks about health but also asks if I have a mortgage are they entitled to know whether or not I own my own home?

Employers are free to select their employees using any criteria they choose as long as the use of such criteria doesn't breach anti-discrimination legislation.

So, while they can't offer employment solely to Christians/Muslims, gay people/straight people, black people/white people, young people/old people, they're free to employ only fat people or thin people, dog owners or cat owners, cyclists or car owners, or, indeed home owners or non-home owners.

I suppose it's a question which they think reflects stability if you own a home - but I wouldn't like that sort of enquiry, it's none of their business, IMO.
