How Does Funding Work In My Third Year Of College?

I'm applying for another course this year at college which i'm hoping to get. Because it will be my third year, i've been told there is a high chance that I will have to pay for the year even though I will still be 18 when the course starts. I was wondering how funding works, how I would know if I need funding for the year, payments, and how I would go about getting funding
