Some simple common sense (allied to basic health & safety practice) would seem enough to answer the question here. For example, when planning the route that the load will take from the pedestrianised area to its destination, it's essential to ensure that it does not pass directly over the route used by pedestrians or (if it's essential for it to do so) that the passage of pedestrians is temporarily blocked during the movement.

these sorts of questions really make me wonder how much i can trust so-called ''professionals'' these days ... i mean how many people who have qualifications and completed trained are actually adept at their jobs and how many just cheated and fluked their way through it ...

Maybe they aren't doing the job yet as this seems like a question from one of those theory tests for driving fork lift trucks or similar, but I would agree that common sense should be enough to answer these. Think of all the things that could go wrong and then decide how to deal with it. So for example I'd make sure there was no-one sitting on the load and that the load was stacked up correctly. Telling someone the answer won't really help them in their job as they need to be able to think on their feet (or bum)
