Potential Lay Off Due To Coronavirus

My other half is employed by an agency and is working at a university as a maintenance person. There’s whispers they might close the buildings down if ordered to (already no classes taking place) and I just wondered where he’d stand. I know there’s the government thing in place whereby you can be paid up to 80% of your wages if temporarily laid off due to places shutting because of the Coronavirus. But as he’s employed by the agency (who pay his wages), would he be entitled to this? And if not, could he claim for anything at all?

If he's paid by PAYE then he should ask the agency if they a re going to apply to HMRC and furlough him and pay 80%. I don't see how they'd be able to pay more than 80% as they get their income from lending you out)
Universal credit can be applied for- he needs to do an online check
