Have you considered a move to the Republic of Ireland. As the country is in the EU, you'd have no problems with the right to reside, study and work there. Further, unlike many other EU countries you might consider moving to, you wouldn't face any language difficulties in Ireland.
There is freedom of movement (including the rights to work and study) between the UK and Ireland, which came into effect well before the EU even came into existence and remains in force after the UK left the EU, so your boyfriend could join you in Ireland without any problems.
