Can Humans Have Moral Values Without A Value-Giver?

As an Atheist, I think that moral values arose from evolution. We evolved to take care of our young and our old, and to avoid unnecessary slaughter of other tribes. All the biblical moral stuff seems to be based on naturally evolved values which were then grabbed by the sharp-elbowed grabby brigade who loved to impose their power on others and to slaughter other tribes when it was convenient and profitable.
