Historically, "The Federal Government" term had its genesis in the earliest permutations just before the Revolution of 1776. The Federalist Papers, written by much of the same group that composed the Declaration of Independence (Alexander Hamilton being at the front) simply describe the mechanics and philosphical basis for a limited, centralized government to run a "country". Certainly, now, the term simply differentiates the U.S. Government from the individual States governing bodies. Many of the different bureaus and departments in the Federal government are replicated in each State government, hence the term, which is synonymous with "U.S. Government".
