Unfair pay

I have worked for a international company for the last 4 years I changed to a new department without a pay rise. I have since found out that new members of staff are now getting paid more than myself. I have ask my Manager to chase this up. The reply I had was " We may make the recommendation for pay increase but cannot guarantee. Does anyone know if there is anything I can do apart from leave the company?
