what is the minimum temperature employees are expected to work in, like in a room with air con blowing constantly?

From the Health & Safety Executive website:

"You must provide:
* a reasonable working temperature in workrooms usually at least 16�C, or 13�C for strenuous work (unless other laws require lower temperatures)"

(If you require conversions, 16C = 61F, 13C=55F)
