I didn't think they could - I had contacted my benefits office when I was at uni and they said no.
However.... every university gets money from the government to give out in the form of 'hardship funds'. If the worst came to the worst and she didn't get a job, and spent her interest-free overdraft, she would almost certainly be entitled to a grant of up to �1,000. You could apply for up to one per term. I had many financial difficulties at uni and got about �2,000 off my university to help me make ends meet so I wouldn't have to work every minute of the day.
Finding summer work when you're at uni is a tough call as no one wants to hire someone who'll leave after 2 months unfortunately.
