Rather depends on what kind of cleaning. Franchises work when there are a perceived quality in the brand of the cleaning service. Dyna-Rod is probably a good example - it provides a specialist service (though I'm not 100% sure it actually runs as a franchise).
Cleaning is a very easy service to set up without the support of a master franchiser.
