I use the name 'born again Christian' from John 3:3, "Except a man be born again, he cannot see the kingdom of God", and as there are people who would use the name Christian but not believe the Bible etc.
When you ask forgiveness for your sins, and trust in the Lord Jesus Christ as your Saviour, God gives you a new heart and spirit, you are spiritually reborn, all your past sins are washed away by the Blood of Jesus, and you have a new desire to follow God. Of course you have the same body and thus have the constant daily struggle against sin in your life, as we wont be perfect until we reach Heaven.
If you are asking whether anyone can be a Christian, a true follower of the Lord Jesus Christ, without this happening in their lives then I would have to say no.
