Starting an ethical cleaning business

Hi there
I am currently manage a country house hotel. I'm thinking of starting my own cleaning business as it's so difficult to find good, reliable cleaners. I want to be ethical in the way I pay and treat people, but I do want to avoid as much government red tape as possible whilst still being decent and lawful as it were. Can anyone offer any advice as to the easiest way to employ casual/part time labour that will offer a good service to my customers but also not take advantage of the staff I hope to employ.
