now i have provisionally been offered this job but at my current workplace my manager has actually started to pay attention to me realising that i am unhappy. However i think the reasons for me being unhappy are the nature of the job rather than things that can be changed. So the hours are not good for me and the nature of the work is not suited to me. I am not having a life because i am on constant lates. The new job would be 9 to 5 but the thing i feel bad about is i have only been in my current job for 4 months, just finished training and would feel bad that have let the people that promoted me down.

This type of thing goes on all the time in workplaces all over the country. If your current job isn't suitabale for whatever reason and the new one is, then go for it!
So you will be letting people down - bad I know but lots of people do it. You can't stay in a job you are not happy with just because you don't want to let people down.
