work i n a private nursing home have not ha d a pay rise for 2 years should we have one due to cost of living

Good luck - my husband resigned from his firm in February this year as he hadn't had any pay rise, not even cost of living in the FIVE years he'd been there!
There is no obligation on an organisation to offer pay increases - for cost of living or any other reason.
Buildersmate is quite right. However, as you are in the notoriously lowly-paid care sector you may be being paid at the minimum wage, which does rise every year. Even if you are not the lowest paid in your organisation, this usually has a knock on effect to other low paid employees.
