A degree always helps glitzy but i don't know if one is needed to be a secretary. And I think they are caled PA's these days

Do you want to be a secretary or an administrator?

Do you want to be a particular type of secretary? (Medical, law, etc...) You will need to attend some training courses for these.

I can advise you on qualifications for Medical Secretaries or Administration in general in the NHS if that is of any use?
