how can i find out if someone has left school to work or has gone to college

You can't.

You can't really find out, however, you could contact the school to see if they went on to further education there. They may not give you the information you require due the DPA. But if you know some of the individuals friends, you could try and ask them.

If it's for CSA, just contact them and given NI number, they will then write to the parent for clarification.
