Actually cash in hand jobs is perfectly LEGAL if you report your earnings to the tax man but remember everyone has a tax free allowance so it's only if you go over this amount that you need to inform them.
Employers don't want to do all the paperwork, CRB checks and References if they only need staff for a few hours or a few days so prefer to pay cash in hand.
For example if you wanted someone to mow your lawn, or distribute some leaflets or remove rubbish from your garden are you going to do interviews, references, CRB checks, set up standing orders etc? I don't think so.
