Help with Creditor and Knowing My Rights

I am going through a financial hardship due to medical reasons and I am consolidating my debt with a debt management program that was offered to me through my credit union. I contacted one of my creditors (Citifinancial) and they told me they would accept $113 a month and that I had to be caught up on my payments to be eligible. They told me that $107 would catch me up until they received the pmt from the debt management company. I made that pmt over the phone early last month. I spoke with them again today and they said they never told me $113 and that the least they will accept is $135 a month. They then told me I am behind by $400 and they told me that the $107 would catch me up! I have written records from my phone conversations and yet he basically is telling me that I'm lying. I don't know what to do. I'm going through a financial hardship and they seemed willing to work with me at first and now it's like we never talked before. What are my rights? What can I do?

I contacted the debt management company and they told me that I would have to consult with Citifinancial and they weren't able to do anything on their end. Since I don't have anything in writing, I'm not sure if there is much I can do from here- which is disheartening to know that they are getting away with this and they are so dishonest.
maybe if your notes of the conversatinos are good, you may know who you spoke to and the date / time of conversation. With this, you can complain and demand an internal investigation. It is very likely that Citi record their phone calls and can verify what you are saying quite easily.
In addition, by following this route (plitely and calmly) you will come to the attention of more senior staff and they will have better authority to help you solve this issue, they have a legal obligation to work within your means, not to dictate affordable figures.
