shift allowance not paid on holiday is this allowed

my partner gets a shift allowance on each shift that he does but does not get it with his holiday pay, is this allowed?

The allowance is in respect of a payment for working the shift - unsocial hours, or whatever the hassle is with doing it. Holiday is time off from work, and is based on basis pay.
No, it isn't normal to be paid shift allowance for this.
