Can an employer make you work over a bank holiday and pay you a normal day's salary?

Unfortunately, yes.

Depends on what is written down in your contract.

When I was a Student many years ago, I worked at Safeway. In my contract it stated that you get 1 1/2 for overtime, x2 for Sundays and x3 for bank hols.

I earn a salary now, and again my contract states my working conditions.

I don't believe by law any company has to pay you more on bank hols
Interestingly, companies can even include bank holidays in your holiday entitlement. It's only a special day if your contract says it is.
