Advice needed on teaching qualifications

My husband is a fully qualified bricklayer with lots of experience and also has a HNC in Building Studies. He has been applying for jobs as a Bricklaying lecturer/assessor and so far despite fitting all the criteria has had no luck.
Most of these jobs say they include full training and will enable him to gain the A1 assessor award making him qualified as a NVQ Assessor.
My question is since you cannot do an NVQ like this without already been in employment is there any other qualification he could do that would help him develop his career further as a lecturer/assessor?

It is a good time for him to persevere with this route, as there may be larger numbers of students wanting to learn construction skills as part of the new 14-19 Diplomas.
