A very simple (but totally accurate) answer: 'No'.

As usual, Buenchico is correct.

A company has to give an honest and accurate reference so sometimes, rather than give a negative reference, they will choose not to give one at all. This in itself speaks volumes...
No - as others've said, but I've given them to people, in order that they can move on and find new work - just omitting their "bad points".
If a person is employed on the strength of a good reference and the employee then defaults, the referee can be sued.

Unsafe to give references if in doubt.
