A cafe. There was one in my sons reception class and the kids loved it. There was a waitresses uniform, with notebook to take orders and lots of cups and saucers and plates.
Hi natterley, what about:

Post office/bank.
Beehive theme...decorate walls with honeycomb drawings and flowers, make a 'queen bee' outfit, teach them about gathering pollen to make into honey.
Airport....make a check-in desk, have suitcases and luggage labels, a mock-up cockpit etc.
Garden centre....have real plants, cress seeds etc, checkout.
Opticians theme...have lots of pairs of wacky kids glasses, reading chart on the wall, till.
Zookeeper.
'Britain's Got Talent' theme, they take it in turns to be judges/perform.
Animal sanctuary...have a 'vet' role, nurse, soft toy animals.
