Does anyone know how Local Government workers apply to be re-deployed within the authority?

My authority has an at risk register for people who need redeploying. Note the NEED. It doesn't act as a job swap shop though.
Quite so. It's for individuals whose jobs are disappearing, not a swap shop.

what about people who are on temporary contracts?
Temporary contracts are precisely that - temporary. I'm afraid that a temporary contract employee cannot expect to be included in a redeployment pool - though some employers might put such employees in the pool, at their discretion.
The purpose of a redeployment pool is:
to seek to fit displaced employees into new roles without the need for redundancies
to minimise the cost to the employer (and hence the taxpayer) of making redundancies
Employers have a greater obligation morally, financially and legally to those permanent members of staff.
