Mary Warnock's original report was made the basis for the complete madness of inclusion now prevalent especially in secondary schools, where inclusion has become a reason to allow little toerags to hold entire classes back by misbehaving. warnock now apparently agrees and says her original point was intended to allow physically disabled children access to mainstream curricula, but has been misconstrued to include behavioural inclusion.
