Jedward's got that the wrong way round.
A duplicate P45 may not be issued at all but your employer (or former employer) can issue a duplicate P60 as long as it is clearly marked as such. See 'What to do if you don't have the forms', here:

If you've not got a P45 form, simply ask your new employer for a P46.
