Paid or voluntary work experience to emmigrate to Australia??

My boyfriend and I visited Australia last year and absolutely fell in love with the place. We are hoping to move over there permanently but need to clarify something without paying bucket loads to an emmigration specialist. My boyfriend has a transport design degree which we know is on the list of jobs required but he hasn't worked with any companies on a full time/perm basis. Do you need paid experience or would the degree suffice?
We have already had a working holiday visa so that can't be an option.
