However, each local authority has their own rules, which may differ quite substantially.
As long as you do "odd jobs" for friends and family you should not fall foul of any regulations, but if the council did find out that you were, for example, exceeding the maximum working hours for a child your age, then it would be the person employing you who would be prosecuted or fined.
