what's the difference between outline planning and full planning apart from the cost?
would it be best to go for outline planning? I wish to sell the land when and if I get the council's blessing. Presumably a developer would have his/her own ideas on what to build on it.

If you want to sell it to a residential development company, you'll have to get Outline permission for a sensible number of properties (there will be a charge for each separate one). Gaining permission for this will establish the principle that the land *can* be used to build houses. You then sell the land on with 'Outline Planning Permission for X no houses'. The developer will then undertake his own negotiations with the Planners.
However, if this is STILL the situation with the un/adopted road, the Council will expect YOU to devise a satisfactory scheme for access, etc. *prior* to granting permission.
