Breach of a restraining order (UK)

A person convicted of harassment was issued with a restraining order under Sections 5 and 5A 1997 Protection from Harassment Act. The order states that a breach of the order is an offence punishable by a fine or up to 5 years imprisonment.

The person then broke the terms of the restraining order and was reported to the Police, along with evidence of the breach. The Police declined to take further action.

In this situation can the person(s) named in the order apply to the Court directly to enforce the order, or is there any procedure they can follow to compel the Police to prosecute?
