My soon to be ex husband is telling me he has legal rights over my daughter, is this true?? Even though he is not her biological father??

Can anyone help me with this

if he did she is his heir, and so she has legal rights towards him in that respect.

assuming you are in the UK there us also something in law called parental responsibility
Not sure what the legalities are but the family court can decide whatever is best for the child. There are other issues like maintenance, assuming she is not maintained by her biologocal father. Best to avoid any acrimony if the child wants to continue seeing him. Go to the CAB. They can give you a free session with a legal expert.
Your soon to be ex-husband is wrong if the court has not made an order.
