Warning Issued Against Caveat Do I Send It Or Do Leeds?

I've received the warning letter which I have to serve on the Caveator. I assumed the Leed's office would send it directly to her. They say I need to serve a copy of the enclosed letter, is this correct?

If they say so, yes. I think it may mean send it by registered/recorder delivery.

Does the 8 days start from when the letter is received by the Caveator? I assume the date on the warning from Leed's doesn't count?
