Thoughtless Parking
Is it illegal to park a car in a front garden so that the rear end overhangs about 33% of the pavement? To whom should it be reported - police or council - as it is a hazard to pedestrians?

During term time the narrow street where I live is lined with cars, two wheels on the footpath and the others on the road. Young mothers with prams have to go onto the road to pass as do elderly people with walking frames. I'd guess obstructing the footpath is an offence but I can't see anyone willing to enforce the legislation.

The Official Highway Code
You MUST NOT park partially or wholly on the pavement , and should not do so elsewhere unless signs permit it. Parking on the pavement can obstruct and seriously inconvenience pedestrians, people in wheelchairs or with visual impairments and people with prams or pushchairs.

If the vehicle is in fact making those with prams and mobility scooters have to walk in a busy bus lane, then I too would leave a politely worded note.
If it is as awkward to avoid as a badly sited litter bin then I would just get on with my day. I Have partial sight and have regular arguments with street furniture etc. but then get over it.
