How does a car park which is operated by a company make any money when parking is free for 90 minutes? Their notices indicate no charge for parking.
How does that company then justify a penalty charge of £85 for exceeding the 90 minutes?
They can have suffered no loss or damage.
Do you not think all this smacks of extremely sharp practise?

As long as the penalty is clearly signposted I don't see a problem,
their site, their rules.
I presume that charges apply after 90 minutes, therefor they are within their rights to apply a penalty. This has been tested through the courts.
You don't say whether the company running it own and maintain the land - if so why should they do that for nothing?

I wouldn't.
Mamya, I have come across this where maybe a shopping centre owns the car park and impose the rules. The enforcement company gets the penalties, sometimes part of the over 90 minute charges.
Free parking for 90 minutes seems very generous to me. I suppose the 90 minute limit is to stop people staying there all day instead of lots of people having 90 minutes each. Did you expect to stay more than 90 minutes with no comeback on you then?
I understand that Sam , it was how the OP worded it as if they had no right to charge for more than the generous free allowance already in place.
these are generally run by private firms for supermarkets etc. The 90 mins is so they don't charge the genuine customers. Usually the company that runs it has a range of charges that it can try and impose. Eg not parked in a marked bay, incorrect use of disabled or mother and child spaces etc and of course staying to long.
